Description:
DEFINITION: Professional civil engineering work in the design, construction, and maintenance of City engineering projects that variously include water, sewer, drainage and flood control infrastructure; all other related work as required

ESSENTIAL FUNCTIONS:
Develops and designs projects associated with public infrastructure such as water mains, sewers and drainage systems; determines layout area, maintains grades, and inspects any of these construction projects; performs field surveys for roadways, sewer, water and flood control.

Creates any technical plans or sketches needed for infrastructure on City construction projects, including construction plans, property plans and record plans. Creates plans of surveys from data collectors and field books, providing coordinates, cross-sections, profiles, details and baselines.
Designs and plans shall be produced in AutoCAD format or other current Civil Design software.
Prepares estimates and manages paperwork involved in all stages of project design, procurement and construction. May check work of other engineers for accuracy.
Reviews and provides comments on plans and technical information submitted by developers and/or consultants for conformance with City standards, rules and regulations. Performs reviews and site inspections of projects to determine compliance with City, State and Federal permits. Works with and supports consultants retained by the City for public infrastructure projects.
May act as Senior Engineer in his/her absence. Performs similar or related work as required or as situation dictates.

Requirements:
MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor of Science degree in Civil or Environmental Engineering required; EIT required; four years full-time technical or professional experience in Civil or Environmental Engineering work, or any equivalent combination of education and experience. MA Professional Engineer license desirable.
Knowledge, Ability, and Skill: Thorough knowledge in the theory and application of the principles and practices of civil engineering and surveying to public works projects; working knowledge of local, state and federal laws and regulations governing the municipal infrastructure.
Thorough working knowledge of AutoCAD, and Microsoft Office products (Word, Excel, Windows). Ability to learn other computer software programs as required.
Ability to make decisions and create solutions to engineering problems; working knowledge to utilize computers in the design of civil engineering projects; ability to operate survey equipment; ability to keep accurate and detailed notes and records.
Ability to understand, explain and apply rules, regulations, policies, procedures, standards and guidelines governing public infrastructure.
Ability to communicate effectively in English, orally and in writing, with employees, consultants other governmental agency representatives, City officials and the general public. Ability to interface effectively with City officials, governmental representatives, local and state agencies, community professionals and groups and the general public. Massachusetts Class D driver’s license required.
Physical Requirements:
Frequent lifting of survey equipment weighing less than 10 pounds; required to lift objects up to 100 pounds (grates) on occasion. Excellent vision required, involving close, distance, color, and peripheral vision and depth perception.
