Description:

*This is a temporary full-time position that is benefitted through 12/30/2024. Employment beyond this date is subject to funding.

Job Summary
Performs administrative, skilled, and technical work in maintaining and improving town facilities and buildings completing capital planning and project implementation for town buildings and grounds. Required to handle a significant amount of details, each varying from the other in substance and content, requiring a flexible approach to managing the workload.

Major Duties
1. Provides planning and project management oversight for assigned capital project construction and special projects including preparation of bid specifications, sketches and cost estimates for facilities and equipment repairs or replacement. Oversees billing for assigned projects and submits invoices for payment.

Example project types include: Roof replacement, HVAC system replacement, masonry restoration, structural improvements, energy efficiency upgrades, demolition of vacant structures.

2. Prepares and regularly updates a comprehensive analysis of the town’s occupied and vacant buildings including condition, needs, recommendations and cost estimates.

3. Engages the services of professional designers and consultants and oversee design, study and construction of special projects, repair, replacement and maintenance.

4. Assists in procurement of professional services and construction in coordination with the town’s procurement department including bid solicitation, contract preparation, change order approval, and other related documentation.

5. Applies for and coordinate reviews for any building permits, land use permits, or any other town approval.

6. Performs other job-related duties as assigned.

Requirements:

Desired Minimum Qualifications
Bachelor’s Degree with technical training in facilities management or building system design, repair or maintenance plus five (5) to seven (7) years of progressive experience and responsibility and three (3) years of experience and responsibility in building construction project management; or any combination of experience and training which demonstrates the ability to effectively perform the duties and responsibilities of the job.

Considerable knowledge of facilities maintenance, price trends and grades or quality of materials and equipment; working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities; working knowledge of the practices, methods, materials and tools used in modern equipment and facilities maintenance. Skill in operating listed tools and equipment. Ability to establish and maintain effective preventive maintenance programs, policies and procedures; ability to maintain effective accounting procedures and perform secondary level mathematical calculations; ability to carry out assigned projects to their completion; ability to write and speak English; ability to establish and maintain effective communications and working relationships with employees, supervisors, vendors and the public. Ability to speak multiple languages is a plus.

Special Requirements
Valid Commonwealth of Massachusetts Class D license to operate motor vehicles. Massachusetts Construction Supervisor License.
