Job Description
Job Title: Manager of Safety & Training
F.L.S.A. Status: Full-time, Exempt level
Reports to: Director of Operations
Pay Rate: $30/hr. - $36/hr.; $62,400 - $75,000 annual
Union Status: Non-Bargaining Unit
Hours: Monday – Friday (8:30 a.m. – 5:00 p.m.) - Occasional evenings/weekends

Position Summary: The Manager of Safety & Training directs and oversees all Company Training
Programs, coordinates, and maintains all related tasks and recordkeeping; assesses company-wide training needs and identifies and arranges suitable training solutions for operations and maintenance department employees; and creatively designs and implements effective methods to educate and enhance performance and safety; conducts investigations into accidents and incidents; assists with investigating passenger complaints regarding fixed-route services; and provides general support to Bus Operators and general assistance to the Operations Team. This position provides direct supervision and support to the training personnel. It provides oversight and coordination of third-party training services, including but not limited to Transit Ambassador, Smith System, and CDL Training.

Requirements:

Essential Duties and Responsibilities include the following. Other duties may be assigned.

**Frontline Leadership in Training Initiatives:** Develop and deliver classroom and individualized coaching; conduct needs assessments to identify training requirements; oversee Supervisor, Operator, and Staff Training Programs.

**CDL Training Program Management:** Implement and maintain the in-house CDL Training Program for all positions needing a Commercial Driver’s License; coordinate trainee efforts for obtaining permits and licenses; develop preparatory training and oversee road tests; ensure compliance with regulatory requirements; mentor trainers and conduct quarterly assessments.

**Accident/Incident Investigations:** Investigate causes and preventability of accidents; gather and organize information from involved parties; submit data for claims processing; maintain records and documentation for legal inquiries; stay updated on investigation regulations.

**Bus Operator Training Program Oversight:** Coordinate training for newly hired Bus Operators within a 6-8 week timeframe, ensuring comprehensive safety training; review and update training content; participate in hands-on training as necessary.

**Refresher Training:** Conduct training sessions on fare box protocol, company policies, and workplace safety as needed.

**Needs Assessments for Training:** Perform assessments to determine safety training needs; oversee the CDL Training Program; participate in Safety Committee meetings; conduct follow-up evaluations of training effectiveness.

**Passenger Complaint Investigations:** Support Customer Service Manager in complaint resolution by analyzing facts and trends to inform training needs.

**General Support for Bus Operators:** Provide daily operations support and leadership, focusing on training and staff development; respond to emergency calls and assist dispatch as needed; ensure accurate communication with Supervisors.

**Monitor Hazardous Waste Compliance:** Lead initiatives for hazardous waste and environmental safety compliance; work with maintenance personnel on training for proper waste disposal and spill containment; maintain documentation for regulatory agencies and stay updated on OSHA regulations; perform regular audits and ensure personnel hold required MA UST A/B Operator licenses.

**Assistance to Operations:** Support the Director of Operations with employee injury investigations, discipline documentation, attendance monitoring, and reporting; assist the General Manager with Safety & Security Audits; collaborate with the Lead Data Systems Manager on training for new technologies.

**Safety Training:** Analyze training needs, develop and deliver safety training, and provide wheelchair securement training as needed; issue manuals and technical guides.

**Training for VATCo Operations Manager:** Provide training assistance and maintain open communication for information sharing.

**Coordination with Local Entities:** Communicate with relevant organizations to manage operational impacts from traffic and weather; create detour plans and notifications for Bus Operators and Customer Service.

**Driver Verification and Safety Inspections:** Help maintain the Massachusetts Driver Verification System for SALCo/VATCo operators and ensure compliance with CDL requirements.

**Other Duties:** Perform additional assigned tasks as needed.

**Summary of Education and Experience**
- Associate's Degree and 3-5 years of related experience; equivalent education and experience considered.
- Demonstrated training experience in classroom settings; proficient in various teaching methods.
- Experience in needs assessments and developing training programs; strong communication, organizational, and interpersonal skills.
- Comfortable with group presentations; ability to interact with multiple organizational levels professionally.
- Understanding of relevant regulations; experience in conducting investigations, data compilation, and report writing.
- Preferred: 3 years as a bus operator or equivalent and management/supervisory experience.

**Certificates and Licenses**
- Valid Commercial Driver’s License (CDL) with Passenger and Airbrake Endorsements; acceptable driving record; Massachusetts DEP A/B Operator License.

**Supervisory Responsibilities**
- Direct supervision of the Training Coordinator and two CDL Trainers; provides mentoring and conducts performance evaluations.
