POSITION DESCRIPTION

Roadway Sign and Paint Technician
Department of Public Works – Highway Division
FLSA Status – Non-Exempt
DPW Association - Level: PW 5 

Job Summary
Performs skilled and semi?skilled tasks in the maintenance and installation of traffic signs and markings.  Operates a variety of equipment utilized in the creation, installation, removal or adjustment of on- and off-road signs and traffic pavement markings. 

Supervision Received
Works under the general supervision of a Crew Supervisor who assigns and reviews completed work.  

Supervision Exercised
The employee is responsible for their own work but may provide occasional assistance to lower level or new employees. 

Major Duties

  • Directs the installation and maintenance of traffic control devices in accordance with the manual of uniform traffic control devices.
  • Operates computer and automatic cutters to produce on- and off-road signs in accordance with applicable guidance and regulations; Operates portable and fixed painting equipment in the creation, installation, removal, maintenance or adjustment of on and off-road traffic markings and devices.
  • Operates trucks and construction and/or power equipment, such as boom truck, mechanized broom, back-hoe, loaders and snowplows; Operates jackhammers and other small equipment and tools to maintain street and utility systems.
  • As part of highway construction or maintenance crew, operates backhoe and front-end loader in digging and backfilling work; Operates backhoe and loader for other divisions, as directed.
  • Operates a hydraulic street sweeper, grader, sewer flusher and rodding machine, backhoe, and front-end loader, as necessary; Operates any department truck and/or snowplow, as necessary; Uses equipment to load, plow, remove and/or dispose of snow.
  • Works with and assists a crew in digging ditches, pole holes, hoisting material, tools, equipment, and any related work with a backhoe and/or loader.
  • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; Cleans equipment; Performs some minor repairs and equipment maintenance, including changing oil, hydraulic and torque fluids.
  • Performs all duties in conformance with appropriate safety and security standards.
  • Performs other duties as assigned.

Requirements:

Minimum Qualifications
High School degree or equivalent PLUS four (4) years’ experience in the use of light equipment, with two (2) of those years related to utility or street systems; OR equivalent combination of education and experience.

  • Valid State Commercial Driver's License (CDL), Class B with tanker and airbrake endorsements OR ability to obtain License within one year of hire;
  • Valid Massachusetts 2A (minimum) Hoisting Engineer’s License or ability to obtain License within one year of hire;
  • Certification in the FEMA National Incident Management System ICS 100/NIMS 700 and OSHA 10-hour Certification or ability to obtain within one year of hire.
  • Working knowledge of the methods, materials and tools used in street and utility maintenance and construction work; Working knowledge of light-equipment operating principles; Working knowledge of the hazards and safety precautions common to equipment operations; Ability to observe proper safety precautions with equipment that requires a high degree of precision and where misuse could result in personal injury or considerable damage to equipment and the public.
  • Ability to use automatic plotters and cutters.
  • Skill in operation of listed tools and equipment.
  • Ability to work from construction specifications or blueprints;
  • Ability to classify soils and competently perform on excavation sites.
  • Ability to perform heavy manual tasks under varying weather conditions;
  • Ability to drive and operate a variety of equipment under varying conditions;
  • Ability to understand and follow oral and/or written instructions; ability to communicate effectively verbally and in writing; ability to establish effective working relationships with other employees, supervisors and the public.
  • Ability to perform basic computer tasks.

Tools and Equipment Used
Motorized vehicles and equipment, loader, grader, including back-hoe, dump truck, pickup truck, utility truck, street sweeper, jetter truck, street roller, manlift, tamper, plate compactor, saws, pumps, aeroil propane kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch. Ability to use computer and related equipment.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The noise level in the work environment is usually loud.
