Regional Property Manager

Way Finders is currently seeking a  Regional Property Manager (preferably bilingual in English/Spanish) to oversee portfolios* throughout Western Massachusetts. The Regional Property Manager is responsible for maintaining the integrity of the physical asset; the economic health of the properties in accordance with our mission, vision, and objectives; and ensuring compliance with program guidelines and funding requirements.

*The current portfolio size consists of ~400 units over 11 properties; growth is expected in the next few years.  There are ~20 employees directly and indirectly supervised.

Wage starts between $81,000 and $94,000 per year depending on equivalent qualifications. Interested applicants must submit a resume and cover letter; applications will be accepted until the position is filled. MVR/CORI/SORI.

The candidate will work largely onsite and throughout the lower Pioneer Valley, although some hybrid-remote work may be appropriate.  The working office is located in Springfield, MA.

Responsibilities include:
•    Oversee the management of a substantial portion of the organization’s Property Management portfolio to meet all established goals
•    Develop budget(s) for properties within the assigned portfolio; oversee attainment of budgeted goals by analyzing and evaluating financial statements and reconciling monthly statements, working with the Vice President, Asset Manager, client/owner, and other stakeholders to address and resolve financial shortfalls
•    Maintain occupancy goals through the development and implementation of Affirmative Fair Housing Marketing Plans (AFHMP) in conjunction with tenant selection plans; utilize comprehensive marketing strategies and advertising outlets to ensure a robust waiting list
•    Oversee achievable and dynamic tenant retention plans in collaboration with Resident Services and Property Managers
•    Deliver a high level of tenant satisfaction by developing and reevaluating, with input from Property Managers, effective tenant orientations, communications standards, and problem-solving approaches
•    Ensure that the appearance and physical aspects of the properties meet or exceed established standards through routine site and safety inspections
•    Communicate concerns and requests for capital to the Vice President and Asset Manager as needed to provide for the physical upkeep of each property in the portfolio.
•    Ensure properties are in compliance with all Massachusetts State Building and Sanitary Codes, as well as owner or funding source requirements.
•    Establish and maintain strong, collaborative relationships with staff (including across departments), owners, landlords, local/state/federal officials, funding sources, housing authorities, constituents, and stakeholders
•    Solicit with foresight, and in an ethical and budget-informed manner, outside professionals regarding service needs and contracts, obtaining bids, quotes, and specifications as necessary
•    Provide accurate and timely reports, communication, and liaison to the Vice President, Asset Manager, internal staff, and various reporting entities
•    Assist in the development, review, and implementation of policies and procedures
•    Proactively identify and inform leadership of any significant issues that may adversely affect the tenants, properties, or organization
•    Provide clear communication, active support, and processes for efficient and safe responses to emergency situations; alert leadership as soon as possible when an emergency arises
•    Remain current with funding source regulations, affordable rental housing trends, tenant rights and reasonable accommodation (or other such polices), and property management codes and regulations
•    Provide adequate coverage for the Vice President and Property Managers in the event of absence

Supervisory responsibilities include:
•    Set effective and achievable training plans for new staff members; evaluate and make process improvements based on feedback
•    Evaluate and provide timely feedback to staff on performance-related matters; assess staff members’ strengths and developmental needs; implement performance plans to ensure the development and/or maintenance of necessary skills while fostering a culture of teamwork and collaboration
•    Hire new/replacement staff in an efficient and equitable manner, following recruiting process guidelines
•    Provide proper support and mentoring to any supervisory-level employees to ensure they take ownership of their own hiring needs
•    Those directly and indirectly supervised include Property Managers, Maintenance Managers, Assistant Property Managers, Maintenance Technicians, and contracted vendor services as necessary

Requirements include:
•    5 years’ progressively responsible experience in property management, or a related role; a combination of experience plus a Bachelor’s degree may be a substitute
•    3 years’ mid-level supervisory experience
•    Certified Property Manager (CPM) designation preferred
•    Knowledge of Tax Credits, Rural Development, Fair Housing, and Department of Housing and Urban Development (HUD) regulations highly preferred
•    Proficient with Microsoft Office applications and comfort learning new technologies; Yardi Voyager experience appreciated
•    Excellent customer service skills with the ability to serve diverse populations
•    Ability to assess priorities, organize, and operate in a flexible manner while retaining a high level of attention-to-detail
•    Bilingual (English/Spanish) written and verbal skills are highly preferred
•    Valid driver’s license with acceptable driving record; reliable vehicle
