Position Summary: This is a strategic leadership role, focusing on the development, implementation, and ongoing management of comprehensive safety programs. The Safety and Security Manager will guide organizational safety and security practices in collaboration with other SATCo Operations Department staff, Valley Area Transit (VATCo) Operations Department Staff, other Company Staff, and PVTA to align training strategies with organizational goals.
The responsibilities of this position include developing a comprehensive safety program strategy for the with oversight of all safety and security practices and activities with emphasis on identification, reduction and prevention of risks to ensure the safe delivery of all public transportation services, construction projects, and all workforce safety. Incumbents are also responsible for managing the development and operation of continuing safety education programs in cooperation with the Training Manager, including translating newly identified safety solutions and strategies into development programs and practices.
Additional responsibilities include ensuring that all services are operated in a safe and reliable manner., constant collaboration with other Company Departments to advise and coordinate safety initiatives and compliance obligations. Incumbents promote and ensure a safe environment for employees and customers to comply with federal, state and local regulations and reduce loss and risks to individuals and public transit resources.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
Serve as the frontline leader for Company safety programs and ongoing initiatives: Develop and present classroom and individualized performance coaching; conduct ongoing needs assessments and data analysis to determine specific training needs; administer, direct and participate in Supervisor, Operator, and Staff Training and Development Safety Programs as needed. Prepare and publish ongoing safety notices and Standard Operating Procedures (SOPs) as defined by the Director of Operations.
Assist with the Implementation and Management of the Company Learning Management Systems (LMS): In close coordination with other Department Staff, other Departments, and PVTA Staff, assist in the project management for the set-up, design, implementation, and ongoing maintenance of the Company’s multi-disciplinary Learning Management System.
Conduct Accident and Incident Investigations Investigate causes of accidents and incidents, including determination of preventability; accompany road supervisors to accident/incident sites when possible, interview operators, claimants and witnesses; obtain, organize, and interpret related information and take appropriate actions; grade accidents according to established policy/procedure; submit accident/incident data to appropriate department for timely claims processing; maintain all electronic recordings of accidents/incidents data including Hastus data, PVTA claims database access, hard drive logs & inventory, training records database, employee Driver Qualification (DQ) files and radio recordings; correspond with PVTA Claims & Legal Department, outside legal representatives; provide requested documentation, and attend depositions, mediation conferences and court trials; provide related reports to management and requesting parties; keep current with regulations, processes, and procedures related to conducting investigations.
Monitor Procedures related to hazardous waste and chemical /environmental safety compliance: As called upon to do so, lead Safety Committee in initiatives pertaining to monitoring/procedures related to hazardous waste and chemical/ environmental safety compliance; coordinate efforts with appropriate maintenance personnel to provide information and training regarding proper waste disposal, spill containment and other environmental issues in compliance with federal and state regulations; ensure maintenance of current hazardous waste documentation and reporting for regulatory agencies and maintain permits pertaining to systems and annual/biannual reporting; keep up to date with OSHA regulations and perform regular audits of Company monitoring and reporting procedures regarding environmental safety; coordinate efforts with Director of Maintenance and other appropriate personnel to ensure compliance in all related policies, procedures, regulations and reporting including Hazmat Spill Containment and Hazard Communications (Hazcom); ensure that appropriate personnel maintain current status of MA UST A/B Operator licensing from MA DEP.
Conduct Needs Assessments and Data Analysis to Determine Specific Safety Needs: Needs assessments include but are not limited to those pertaining to general staff/organizational safety training needs (as determined by safety audits); workplace safety training, and other training needs assessment processes for a variety of routine and non-routine training; serve on Safety Committee and conduct regular Health & Safety Committee meetings; attend Emergency Preparedness meetings sponsored by various municipalities; attend/conduct FEMA Incident Command Systems Certifications classes as needed; conduct/attend PVTA Safety & Security Planning/Continuing of Operations meetings; conduct follow-up studies of all completed safety training to evaluate and measure results and modify programs as needed; and attend other meetings as required.
Create and deliver safety training: In cooperation with other Department Staff, conduct needs analyses, examine accident/incident and trend data to determine safety-related training and/or re-training opportunities then develop and deliver appropriate training to personnel and issue manuals, bulletins, and technical guides to improve safety of transit services and other operational activities; provide wheelchair securement training as needed; and evaluate needs and make recommendations where appropriate for additional equipment.
Foster a Safety Culture: Ensure site workplace safety policies are in line with industry best practice and meet all regulatory requirements. Exemplify and foster a workplace safety culture within the Operations Department by engaging, coaching, and training the workforce. Work as part of the team along with management and supervisors to ensure compliance with policies; keep informed on industry trends and best practice to ensure policies and practices remain current. Continually collaborate with the PVTA Safety and Compliance staff to achieve organizational goals.
Safety Standard Operating Procedures (SOP’s): In close coordination with Company and Department Leadership, identify the technical and safety operational practices to meet current and future department goals. Collaborate with others to develop and document Standard Operating Procedures and Best Practice guidelines. Coordinate various resources and Training Department Staff to develop and implement training plans.
Maintain the Company’s Operator Qualification Systems: Systems include in-house Leaning Management Systems as well as the Massachusetts Driver Verification System monitoring CDL licensing requirements and validity; assist transit operators with MA RMV requirements for CDL self-certification compliance.
Conduct Safety Inspections: In collaboration with other Department Staff, other Departments, and PVTA staff, conduct site safety inspections of facilities including maintenance and operations depots, transit centers, main terminals, and other locations as required or as identified.
Coordinate Safety Audits and Site Visits from Regulators: Serve as primary contact for periodic reviews/audits of safety-related processes and procedures, including but not limited to Drug & Alcohol Program compliance, vehicle inspections, trip inspections, driver training, and other related processes and procedures. Maintain all related documentation and files.
Conduct Data Tracking and Reporting: Track and review preventable accident and incident data trends, making recommendations to other Department Staff for training and or administrative corrective action as needed; assist with compiling and maintaining statistical data using various reporting systems; prepare monthly reports and statistical summaries for requesting parties as needed.
Represent the Company in Legal and other Official Proceedings: As needed or as otherwise required, represent the Company in Legal or other Official Proceedings related to the performance of this position or employe performance in positions reporting to this position including Court and PVTA-sponsored venues.
Provide General Assistance with Operations: Assist the Director of Operations with a variety of department activities not otherwise described, as needed and as assigned.
Education and Experience: A Bachelor’s Degree with a minimum of 3-5 years of directly related experience related to safety, compliance, business or transit operations; or equivalent combination of education and experience; excellent management, customer service, communication, organizational, and interpersonal skills; demonstrated ability to deal with multiple constituencies at all organizational levels with high degree of professionalism; ability to understand and monitor compliance with internal policies and procedures, as well as relevant state, federal and other related regulations; strong analytical skills including experience with conducting basic research, compiling and analyzing data, and interpreting findings; ability to utilize, read, and interpret statistical data in the form of charts, graphs, spreadsheets, and other methods of data presentation; ability to read and interpret documents such as contracts, safety rules, policy procedure manuals, and other instructions; ability to write routine reports and correspondence; sound reasoning ability, independent judgment, problem-solving and decision-making skills. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Computer Skills: To perform this job successfully, an individual should have a working knowledge of computers and be able to adapt to job-specific computer applications. Ability to use audio/video equipment and related specialized computer software applications.
Preferred Qualifications: Prior management or supervisory experience within paratransit operations; experience working in the transit industry; working knowledge of ADA regulations, and FTA/DOT regulations related to safety-sensitive positions and Drug & Alcohol Programs.
Certificates, Licenses, Registrations: Valid Commercial Driver’s License with Passenger and Airbrake Endorsements with the ability to be insured, and remain insurable, under the Company’s Vehicle Liability Insurance. OSHA 30 certification is preferred; a successful candidate will be expected to obtain qualification within six (6) months of hire. CTAA Certified Safety and Security Officer (CSSO) or another suitable industry qualification, at management’s discretion, is preferred; a successful candidate will be expected to obtain qualification within six (6) months of hire.
