The Town of Shutesbury is seeking applicants for the position of part-time Land Use Clerk.  The Land Use Clerk assists in the performance of the duties of the Conservation Committee, ZBA and Planning Board. The Land Use Clerk maintains office hours in support of the Conservation Commission as well as setting up appointments, managing the calendar and assisting customers by email, phone and when possible by appointment. The Land Use Clerk attends meetings, takes minutes and handles documents for the Conservation Commission, ZBA and Planning Board. Salary based on experience. Fourteen to Nineteen hours per week, position is currently open. Applications will be reviewed upon receipt on a rolling basis until the position is filled. Position Summary:

The Land Use Clerk provides support to the Conservation Commission, Planning Board and the Zoning Board of Appeals (ZBA).  As such the land use clerk provides support, coordination and professional management for the Conservation Commission to assist them in administering the Wetlands Protection Act, Shutesbury general Wetlands Bylaw and its mission.  The Land Use Clerk performs clerical duties for the Planning Board and the ZBA.  The Clerk serves as an informed easily accessed contact person for the general public.

 

Essential Duties and Responsibilities:

 

Office Duties:

  • Manages the Conservation Commission Office and maintain regular office hours
  • Responds to Conservation Commission phone messages and emails; directs questions of interpretation to Commissioners as necessary
  • Maintains files and records in accordance with the Public Records Act, DEP and the Conservation Commission, ZBA and Planning Board
  • Updates and develops office forms as needed
  • Manages office equipment and supplies
  • Updates informational bulletin boards and maintains current DEP WPA, Planning Board and ZBA forms

 

Board/Commission Support:

  • Serves as Conservation Commission’s liaison with town officials, boards and the public
  • Develops meeting agendas for review by the Conservation Commission
  • Attends Public meetings
  • Takes and prepares minutes of meetings of Conservation Commission, Planning Board and ZBA as needed
  • Schedules meetings, hearings appointments and site visits with the general public and town officials for Conservation Commission
  • Plans and coordinates site visit schedules. Prepares site visit forms, as needed, and supplies in site visit backpack for Conservation Commissioners
  • Tracks balances in Conservation Commission and Planning Board accounts; submits warrants, deposits filing fees and confers with Town Treasurer and Accountant as needed
  • Maintains twenty point check list for the Planning Board and ZBA
  • Submits to the local newspaper hearing notices as needed.

Education, Experience , Licensing Requirements:

 

  • Minimum 2 year Associates Degree and at least one year’s experience working in an office
  • Experience in municipal government and procedures helpful
  • Demonstrated computer, administrative and clerical skills
  • Computer literacy including word processing, speadsheets, email and web
  • Excellent interpersonal skills, ability to communicate effectively with diverse groups and individuals
  • Ability to work independently
  • Must be knowledgeable, skilled and self-directed while assisting town boards, commissioner and committees in the execution of their work
