Position Summary: This is a full-time position. The Education and Quality Manager is a Registered Nurse responsible for the overall program quality, regulations, and compliance in conjunction with employee educational program activities and oversight This a leadership role that collaborates with the Clinical Director, and the Human resources Manager to promote and ensure employee orientation, competency, and in-service education programs.

Compensation: $40-45 per hour

Essential Job Functions

  • Responsible for implementing and monitoring the organization’s quality improvement program.
  • Ensures effective processes are in place to monitor and measure all activities related to performance improvement by utilizing continuous quality improvement principles and methodologies.
  • Compiles, trends, and reports quality data in the areas of patient care, safety, risk management, infection control outcomes, and customer satisfaction.
  • Collaborates with the Clinical Director to ensure documentation is consistent with care and reflects legal requirements.
  • Establishes and directs a process model for quality improvement and provides education and training to organization personnel on the performance improvement plan and team development.
  • Leads the Quality Assurance Performance Improvement (QAPI) Committee and meetings.
  • Coordinates, implements, and ensures processes are in place to monitor and evaluate safety, risk management, and infection control programs.
  • Coordinates all in-service programs regarding Hospice regulations for safety and infection control. Acts as a quality and educational resource to staff in identifying safety, risk management, and infection control issues for patients and staff.
  • Accountable for staff immunizations to ensure they have been vaccinated per IHC policy to prevent the spread of diseases.
  • Collaborates with the Clinical Director and HR Manager on a process to ensure employee orientation, competency, and in-service education programs are up to date and documented completely, field visits are required at times.
  • Collaborates with the Clinical Director to implement and facilitate the annual staff education plan, identify skills for annual competence, and provide in-service training.
  • Monitors and ensures organization compliance with regulatory and accreditation standards such as Medicare Conditions of Participation, Health Accreditation Program (CHAP), and local, state, and federal requirements.
  • Maintains current knowledge related to Medicare Conditions of Participation and CHAP standards to ensure the organization is compliant with state, federal, and accreditation guidelines.
  • Assists the community education team in meeting community education needs.
  • Collaborates with Integritus education department as necessary including participation in trainings and meetings.
  • Collaborates with HR Manager to maintain updated certifications.
  • Attends weekly IDT meetings to monitor educational and quality needs.
  • Responsible for maintaining up-to-date nursing knowledge and acting as a clinical resource to staff.
  • Responsible for gaining and maintaining knowledge of the HER system in order to be a reliable resource to staff.
  • Participates in administrative on-call rotation as an administrative resource to the clinical staff operating in the field during on-call hours.
  • Other duties as assigned by the Clinical Director.

Qualifications

            (Minimum qualifications will be considered required unless specifically stated otherwise)

Experience: 

  • Minimum of 3-5 years of clinical nursing experience, hospice required.
  • Experience in health care quality improvement and/or compliance preferred
  • Experience is staff education, competency, and regulations preferred.

Education and Training: 

(Acquired through formal education, outside study, training on jobs of lesser degree, or by any combination of these. May be expressed in terms of formal educational equivalents):  

  • Associate’s degree in nursing required, Bachelor’s degree preferred.
  • Knowledge of state, federal, and CHAP regulations for hospice programs

License, Certification & Registration:

  • Possesses and maintains current CPR Certification.
  • Current MA licensure: RN
  • Valid driver’s license
  • Current or past Hospice and Palliative Care Nurse certification required

Other Requirements:

  • Demonstrates excellent written and oral communication and public relations skills.
  • Demonstrates autonomy, organization, assertiveness, flexibility, and cooperation in performing job responsibilities.
  • Demonstrates excellent observation skills.
  • Must be able to read, write, and speak the English language proficiently.
  • Must have proficient computer skills (Excel, PowerPoint)
  • Handle multiple tasks and meet deadlines.
  • Ability to plan, organize, develop, implement, and interpret the programs, goals and objectives, policies, and procedures that relate to the compliance function.
  • Must possess the ability to make independent decisions when circumstances warrant action.
  • Must possess the ability to deal tactfully with personnel, patients/ family members, visitors, government agencies/personnel, and the general public.

  • Title of direct supervisor: Clinical Director
  • Additional supervision received from: Executive Director

Medical Director, Referral/ Intake team; Interdisciplinary Team members; Human Resource Manager

Work Environment:

Working Conditions:  Primarily office environment with expectation of occasional clinical field work as appropriate. May be exposed to extremes of heat and cold in all weather conditions. Must drive in various weather conditions on roads in varying repair.

  • Subject to varying and unpredictable situations. Handles emergency or crisis situations.  
  • May be exposed to infections and contagious diseases. Contact with patients under a wide variety of circumstances. May be exposed to/occasionally exposed to patient elements. Subject to varying and unpredictable situations. Handles emergency or crisis situations. Travel required. OSHA exposure category:
  • OSHA exposure category: Category II
    • Category I ? Position includes tasks that involve exposure to blood, body fluids, tissues.
    • Category II ?Position includes tasks that involve no exposure to blood, body fluids, tissues, but employment may require unplanned Category I tasks.
    • Category III ? Position includes tasks that involve no exposure to blood, body fluids, tissues; would not be required to perform Category I tasks.
